Founder of the
Qin dynasty (221–207 BC).
His father was king of Qin, which was regarded as barbarous by the central states of China but had developed a strong bureaucratic government under the philosophy of legalism (see
Hanfeizi). Aided by Li Si, Zheng eliminated the other Chinese states until in 221 BC Qin ruled supreme. He proclaimed himself Shihuangdi (“First Sovereign Emperor”) and initiated reforms designed to create a fully centralized administration.

De fato a nação chinesa foi milenarmente sujeita a regimes ditatoriais e não foi por nada que quando o comunismo surgiu e Mao Tsé Tsung tornou-se uma espécie de Shi Huang-ti do século 20 o espírito megalomaníaco que já havia afligido a China ressurgiu com toda a força.
Só porque o país mudou economicamente nas últimas décadas, não se pode dizer que a veia ditatorial política não existe mais. O PC Chinês está mais vivo que nunca e as liberdades individuais ainda estão intensamente sob a vigilância do partido único.
